HSE MANAGER

Description

General Requirement:

  • Sex: Male
  • Experience year: minimum of 7 years in HSE, of which 3 years should be in an HSE Manager/Deputy Manager and 4 years in HSE Supervisory in gas/chemical and construction project.
  • Degree: Bachelor Degree in Technical, Labor Safety or equivalent with additional professional qualifications in HSE Management Systems.
  • Language: minimum of TOEIC 785 or equivalent certificate and good writing, reading, speaking, listening skill in English
  • Working knowledge in Health, Safety and Environment Management Systems, HSE Auditing Techniques, Construction Safety, Oil and Gas – Chemical Safety.

Company HSE Management

  • Monitoring the implementation and effectiveness of HSE Management system.
  • Preparing reports at monthly intervals or, as required by the Top Management, detailing Project HSE performance including accident statistical information.
  • Implementing a policy of continual improvement regarding the development of the Project HSE Management system.
  • Liaising with the relevant regulatory authorities.
  • Consulting and liaising with managers and colleague regarding HSSE matters.
  • Co-ordinating with QA/QC Department to conduct QHSE audits both internal and external.

Project HSE Management

  • Providing support and advice, including supervision on preparation of HSE Management plans and procedures for start up activities of project execution.
  • Reviewing and revising the HSE Management plan at least every six- month as necessary.
  • Conducting HSE inspections, surveys and audits on construction site.
  • Managing the organization and the implementation for HSE on the Project.
  • Carring out analysis of accident/ incident statistics, identifying trends and suggesting improvement plans.

HSE Staff & Resource

  • Reviewing and approving HSE manning plan for project.
  • Reviewing and approving subordinate’s recommendations for staff recruitment, selection, promotion, corrective action and termination.
  • Planning and monitoring appropriate staffing levels and utilization of labor, including overtime.
  • Initiating and managing a project HSSE training program to include HSSE induction training
  • Identifying opportunities for outstanding employee HSE on performance and appling the appropriate employee recognition.
